Canon Characters start with 100 in each stat on top of the 1000 experience that you get to distribute. The tradeoff is that you are expected to be more active (posting at least once every couple weeks) and to play their personalities somewhat accurately. Nothing is wrong with playing an evil Goku, but playing him as a tech genius cyborg is questionable. Canon characters are slated to recieve other benefits as well, down the road.

If you are picking up a canon character from someone else, due to inactivity or someone willingly giving up a spot, you have an option to pick up their storyline where the old player left off. In doing so, you can bypass a lot of the waiting periods and event requirements if you also use the same build. This is to encourage consistency, but it is not required. Your iteration of a character CAN be completely different from whoever played them before you.
